About Reach to Teach:
Reach To Teach
is an education charity committed to improving the quality of teaching
and learning outcomes in Government primary schools in India. Reach to
Teach works in partnership with State Governments and other
organisations to bring about systemic changes in education and to
improve the quality of teaching and learning outcomes amongst children
with an emphasis on foundational learning and numeracy, higher order
thinking skills and the use of technology.
The guiding principle underpinning all its programmes is that the whole education system and all roles within it should be considered from the perspective of how they can optimally support the learning needs, and overcome the learning challenges, of children. We believe that every child can learn, and that a strong foundational education maximises their chances of future success.
Reach
to Teach has worked in India since 2007. In our first phase of working,
we have worked at the field and community level for more than a decade.
Over the last two years, Reach To Teach has expanded its activities
from working at the community and school level in rural areas of Gujarat
to partnering with state governments across the country on various high
priority initiatives aimed at the overall objective of improving the
quality of education.
Gujarat
Government’s Schools of Excellence (SoE) programme aims to
transform 15,000 government primary schools (with more than 120
enrolments) and 5000 Secondary schools into Schools of Excellence and
is jointly financed by the World Bank Asian Infrastructure Investment
Bank (AIIB) and the Government of Gujarat. RTT has signed an agreement
with the Education Department to set up and operationalise a Technical
Support Unit for the SoE programme focusing on academic interventions.
In addition, RTT has also set up a PMU to support the design and delivery for
of the school
accreditation programme under the banner of Gujarat School Quality Assurance Council
(GSQAC) to drive continuous school improvement. RTT also supports the
Director Primary Education (DPE) in running focussed interventions for
improving enrolment, attendance, transition and drop out in government
primary schools.
Roles and Responsibilities
The
State Head will be responsible for building the collective priorities
of project objectives among various stakeholders in the state. This will
include, but not be limited to the following:
Programme Management
Be
the lead for RTT”s Gujarat programme including the SoE project to
ensure alignment on the design/development of products/interventions and
identification and sharing of good practices across the programme.
Work
in close collaboration with the Gujarat Education Department for
conducting diagnosis, designing solutions, and facilitating
implementation of project strategies and achievement of key objectives
by appropriate dissemination of the programme design through training,
capacity building and monitoring to ensure that the quality of
implementation is in line with the relevant frameworks created.
Create
alignment and buy-in on solutions by working closely with the Education
Department (including entities such as the SSA, GCERT and Director of
Primary Education) - to co-design programme activities.
Lead and coordinate processes for: (a) designing
academic components of the SoE programme
(b) developing blueprints, SOPs and rollout plans with clear goal and
milestones (c) developing frameworks/ templates for gathering and
analysing data and drawing up periodic reports at agreed intervals
(d) regular programme reviews and status updates, and
(e) establishing mechanisms for quality assurance.
Be
accountable for delivering on all the commitments and terms RTT has
agreed to as
part of its role as Technical Support Unit for the SoE programme and
report on relevant milestones/impact measures and key performance
indicators.
Identify
risks and challenges in project implementation, develop mitigation
strategies and work in close consultation with the Deputy Principal
Director-Programme Management & Operations
Regularly
update internal and external stakeholders of progress and changes on
performance milestones and issues at appropriate levels with due
signoffs.
Lead
in organising/ coordinating consultations, roundtable discussions and
workshops to draw insights from experts and practitioners from within
and outside Gujarat.
Contribute
to developing and implementing a strategy for synthesizing and
disseminating key results, programmatic lessons learned, and other
project outputs.
Represent RTT and the project at the state level and in external fora for discussions, deliberations and review of the project
Monitoring , Evaluation and Learning (MEL)
Contribute to the development of outcome and impact monitoring processes to build a robust quality assurance system
Work
with the M&E team to ensure the integration of a programme embedded
MEL framework which will be based on the impact that is being sought
from the project. This will include coverage of each project component
and all project indicators for evaluation of project activities.
Team management
Responsible
for leading, managing and supporting the team based out of Gandhinagar.
This will include induction, capacity building and performance
management of the team.
Operations
Work
with the finance teams to ensure optimal use of resources by preparing
sound budgets, monitoring project expenses and ensuring timely
submission of financial reports.
Coordinate with programme and operations staff to ensure operational systems are in place to support programme activities.
Support
project staff by creating and maintaining a work environment that
promotes teamwork, trust, mutual respect and empowers staff to take
responsibility.
Qualifications and Experience
Education: Postgraduate or equivalent in management studies or social sciences or related discipline
Experience:
Minimum
12 years of experience of multi-stakeholder transformation projects at a
senior level, ideally within the education sector
Experience of having led state level reform / transformation programmes, preferably in the education sector
Be
familiar with the challenges and landscape of the education sector in
India, especially North East states of India, as well as experience of
working with government education bodies
Ability to multitask, work independently and with team to deliver on assignments timely.
Experience of having managed change programmes in the education sector would be highly desirable
Knowledge
of process design, process mapping, programme improvement
methodologies, operations management, risk management, people
management, report writing and budget analysis
Knowledge of trends and needs in current education system and solutions
Knowledge of quality frameworks and accreditation systems
High
level of spoken and written fluency in English. Knowledge of local
languages would be an added advantage but is not critical.
