About Centre for Microfinance & Livelihood (CML): As an Initiative of the Tata Trusts, CML imbibes the larger vision, values and goals of the Trusts, carrying along with it, its core competence in capacity building, linkage, facilitation and implementation. Currently, CML is intensively focusing in the states of Manipur, Assam & Tripura, under its efforts on water, sanitation and health, education, sports, crafts and promotion of rural livelihoods.

Position Title

Area Manager: : Tripura
Reporting Officer : Chief Operating Officer

Location : Agartala, Tripura

Position Purpose:

• To identify regional specific needs across 'Theme of Engagements'.
• To coordinate with the design team (through reporting manager) for designing a program to address the identified needs in line with the approved strategic goals.
• To facilitate effective and efficient implementation of the program to garner maximum impact by operationalizing the Annual Work Plan for the region.
• To monitor the implementation of the program to ensure that the qualitative and quantitative objectives of the program are met in a timely manner.
• To have an oversight on overall administration and programmatic operations related to the regional office, which includes overseeing the functions of Human Resources, Finance & Accounts & compliance.
• Liaison with state government machinery on a regular basis in order to ensure the commitments that are governed by various MoUs are honoured

JOB SPECIFICATIONS:

1. Core Activities

1.1 Overall planning, management and implementation of activities under Livelihood, WASH and other vertical projects of Tripura State.
1.2 Close coordination with the Reporting Manager and timely support to the thematic leads and identify thematic gaps and conduct gap analysis.
1.3 To work closely with the partner in order to ensure timely delivery of programmatic and financial targets with acceptable quality.
1.4 Ensure data capturing of the beneficiaries is completed on periodic intervals with close coordination with the Assessment and Impact monitoring team.
1.5 Collaborate with other Regional Managers especially in northeast ensuring cross-regional knowledge sharing.
1.6 Ensuring smooth administrative functioning of the state office and the project offices in Tripura.
1.7 Safeguard and ensure compliance of systems, processes, norms and legal requirements of the organization.
1.8 Ensure timely deployment and effective utilization of resources (human resource, finance, etc).

2.Supervision and feedback

2.1. Supervise the implementation of the program to ensure that the same is on course.
2.2. Regularly evaluate implementation activities to research and feed learnings into program design, if required.
2.3. Provide feedback to the management on periodic progress (including key developments/issues) made against agreed objectives and targets.
2.4. Timely submission of financial projections, Utilization Certificates and other financial compliance-related documents to the Associate Organization’s finance team.
2.5. Active support in annual internal and external Audits.

3.Team Management

3.1. Provide effective mentoring to reportees to develop their skills and capabilities.
3.2. Undertake periodic progress meetings and bi-annual appraisals meetings.
3.3. Develop strong and effective internal relationships with colleagues in all teams, through appropriate communications, cross team working and networking at all levels.
3.4. Develop synergies between Program Design Specialists and operating teams.

4. Other

4.1. Liaise and develop cordial relationship/network with government and other stakeholders in coordination with the reporting manager.
4.2. Any other work assigned by the Reporting Manager/higher authorities.
4.3. Act as a branch ambassador of the 'TATA TRUSTS' and ensure compliance with the TCoC.
4.4. Oversee publications and documentation of project outcomes and processes.
4.5. Conduct feasibility study for new partnerships, lead the initiative in leveraging and fundraising for the programs.
4.6. Prepare risk assessments on new projects and portfolio accounts and present senior management with a clear and consistent approach to mitigate risks.

Job Holder Specification

Knowledge:

· Understanding and familiarity with the 'Theme of Engagement'
· Knowledge of trust laws, government policies

Skills/Personal traits:

· Results and target driven

· Able to work as part of a team and on own initiative
· Ability to prioritize, juggle a varied workload, work calmly under pressure and meet tight deadlines
· Excellent interpersonal skills and the ability to network and build relationships at all (including rural communities) levels

· Excellent presentation skills
· Good negotiation skills; the ability to challenge colleagues effectively in order to achieve the best outcome for Trust
· Ability to speak, read, write the local languages falling within the region.

Experience:
· Minimum 8-10 years of experience across various functions.
· Minimum 4 years field experience in the social sector
· Experience of providing detailed reports and updates
· Successful track record of achieving targets
· Experience of researching
· Multicultural/ethnic line Management experience.

Qualifications:
· Postgraduate degree in the concerned field or possess a relevant qualification or experience in a directly related post

Circumstances:
· Able to work occasional extended hours and weekends as required
