About GLRA India: German
Leprosy and TB Relief Association (GLRA) India is a registered Trust
and actively engaged in the cause of Leprosy, TB and Disability since
1966. Over 54 years, GLRA India has contributed in diagnosis, treatment
and rehabilitation of around 2.7 million people affected by leprosy, TB
and Disability. Currently, GLRA India supports 17 projects(including
NGO, direct projects, Co-financed projects and technical support to
National Leprosy Eradication Programme in West Bengal).
About Axshya Plus Project:
In 2019, the National TB Elimination Programme (NTEP) notified over 2.4
million of estimated 2.7 million incident TB cases - missing nearly 0.3
million TB cases. Children with TB comprised just 6% of the total TB
patients; while 78% of children (aged <6 years) eligible for TB
Preventive Treatment (TPT) received treatment. TPT uptake among people
living with HIV (newly enrolled in care) was only 17%. The global
prevalence of Latent TB Infection (LTBI) is estimated to be nearly 33%.
In India, there are no estimates regarding the prevalence of LTBI;
however, WHO data indicates that roughly 3.5 lakh children below the age
of 5 years were eligible for LTBI treatment. Although most of the
infected persons do not manifest the disease, the lifetime risk of
reactivation of TB is estimated to be around 5–10%. If untreated, 40% of
LTBI children under 1 year of age develop active disease, whereas it is
24% in children of 1–10 years and 16% in those between 11 and 15 years.
The infected persons accumulate in the pool of LTBI and are a potential
source of converting latent TB to active TB. To control the active
infection, a reduction in the magnitude of the pool of latent infection
India is a Sub-Recipient to The Union, to implement the project
‘’Axshya – Plus: Resilient Axshya Communities for Elimination of TB in
India and mobilization of resources through multi-sectoral engagement’’
funded by Global Fund to Fight AIDS, TB and Malaria (GFATM). Project
goal is to demonstrate implementation models for programmatic management
of Latent TB Infection. The specific objective of Axshya Plus for the
GLRA India is to demonstrate implementation models, generate evidence,
and scale-up programmatic management of TB Preventive treatment. The
Axshya-Plus will primarily strengthen TB preventive strategies aimed at
Programmatic Management of TB Prevention Treatment (PM-TPT), focusing on
household contacts of index TB patients. The core thematic areas are
the Implementation of TPT models for better programmatic management of
TB prevention and care services, and generate evidence through
operational research to support policies and practice. Programmatic
management of TB preventive treatment by GLRA India will be implemented
through “Treat only” Model: This includes symptom screening of household
contacts, preventive treatment, and follow-up services to be
implemented in 38 districts of 2 States – Madhya Pradesh (27 districts)
and West Bengal (11 districts). This model will focus on ensuring the
treatment of eligible TPT beneficiaries based on symptom screening.
Project Planning and supervision:
Plan, implement and coordinate a mechanism for
effective monitoring of the project in consultation with State Technical
Advisor and STC West Bengal and Madhya Pradesh.
To work in the project towards effectively fulfilling the stated objectives as mentioned in the project proposal.
Assist Project director for periodic review of the project progress and modification as required.
Supervise the project implementation ensuring the timely deliverables and monitor the field teams
Travel to districts for monitoring of project activities
Participate in all monthly, quarterly, annual review meetings at State and National level.
Coordination and delivery of face-to-face training as required under guidance of Project Director/ State Technical Advisor
Participating as faculty to technical trainings
Managing supply of up-to-date training materials including translation
Managing the training databases in appropriate language
Reporting, evaluating and follow-up of technical trainings in agreed format and deadlines
To conduct research related to the project
activities and take steps in scientific publications at National and
International level in coordination with The Union
Recording and Reporting:
Ensure timely reporting of project activities on monthly, quarterly and annual basis.
Validate all project reports submitted to State Technical Consultant/STO/ NPMU
Overall accountable for authenticity of the reports
Analyse the programmatic data and provide feedback to the district level teams.
Perform other relevant duties aligned with the
project objectives as required by Project Director, State TB officer of
the two States
Supervision and Reporting
The position reports to the Asia Medical Advisor and update the Programme Head about the project activities.
Geographical scope: The ‘Programme Manager’ will be based in Bhopal, Madhya Pradesh and will travel to the project location at short notice.
Qualification & Experience:
Master’s degree in any discipline, preferably in MBA.
A minimum of 5 years’ experience, post qualification, and at least 3 years of experience on working in TB control.
Experience of working with international donor funded projects related to national programs.
Experience of working with Central and State government in public health programs. Competencies and Skills:
Proven quantitative and qualitative research and drafting skills.
Proven ability and experience in leading and facilitating training workshops.
Must be a self-driven individual with a strong sense of initiative.
Work effectively within a team environment throughout the development life cycle.
Good interpersonal skills including problem solving and leadership abilities.
Excellent verbal and written communication skills.
Detail-oriented with the ability to work independently.
Working knowledge of Microsoft Office applications including Excel, Word and PowerPoint and Outlook.
Willingness to travel within country as per project needs.
Ability to plan, set priorities, handle multiple tasks under tight deadlines
